1. The Purgatoire.

Believers be warned, this whole idea is a huge blasphemy.
It is good to note before going on with this reading that the devils aren't exactly "evil". They are extremists, they torture (hence the evil alignment, dictated by DnD) but they actually make those who suffer understand their crimes and repent.
The purgatoire is greatly inspired by the work of Dante and is situated under the earth. It is a tower that has it's roots so deep that it comes out on the other side of the realm. The tower has multiple layers that are collossal and are named after the seven deadly sins.
Each of the layers have a devil-lord, one that torments those who have sinned. They command vast armies of weaker devils and have even followers in the realm above. It is said that, in order to rejoice and be able to "return to life" (Reincarnation, return to the river of creation and "become" once more) that one has to go through each layer and reach the top. Depending on their evil deeds, the sinners might be able to start at the 6th or if unlucky (and nasty) the 1th layer.
So far, the only devil I've added is Belphegor, Lord of rats and pestilence. He possess followers in the sewers of Port Revarine. He is the ArchDevil of "Greed". Thus, his followers are mostly thieves or, sometimes, communists who do not bother about the preciousness of items and share everything with each others. That is somehow true when it comes to the town under the Port. They are small psionic beings that are somewhat xenophobic..
