The Empire is an autocracy with the Emperor, or “His Imperium”, as its sovereign ruler. It's the largest and most populous (pop. of 25 million which makes up over 30 percent of Terral's (insert link) human population) single country on the face of Terral, with its territory dotting all across and divided into provinces.
Government Structure

While the Emperor exercises absolute & unlimited power, he is not without a council of advisers to provide valuable information in all of his rulings. A secondary body of power, the Imperial Senate, is comprised of chosen representatives, called Senators, from each province. The Emperor sits in the center of the Imperial Senate and listens to their voices as they discuss politics.
Each province is usually lead by a Dux or Duxess (the exception being the Baron who presides over the Province of Erodemius) who will rule over it autonomously from the rest of the Empire while still answering to the Emperor when needed. Every Dux appoints a Senator as a representative in the Imperial Senate.
Inside these provinces, government is further divided through the cities. If large enough, a Patrician will preside over a city, and may even be further divided into wards with a Prefect ruling over each one. If not, then other forms of government may be chosen instead, typically a council of some sort.

History

It's unknown just how old the Empire is but it's commonly believed to have been in existence since the dawn of time. They were originally a perfect utopia with its capital based in the now Province of Erodemius. The jewel of civilization, this capital they constructed was a mega city dedicated to the worship of Erodemius. Not everything lasts, however, for at the end of the Beginning of Times, a catastrophic event obliterated its foundation and all of it came crumbling down.
This became known as the “Time of Falling” because although the mighty nation had already spread throughout much of Terral, the loss of their jewel mega city abruptly left them without an infrastructure. They were left in shambles, left to build anew. At first, times became only worse as the remaining territories split apart and fought amongst themselves. Most knowledge of their former selves was lost.
Six hundred years later, the Empire came about reunited again. Knowledge may have been lost but they still had a faint grasp of what they were before, enough to initiate a reclamation of their foundation.
